Speedometer fluctuates

2010 HHR speedometer fluctuates and transmission changes hard, I've replaced the transmission speed sensor and all four hubs with new sensors,any idea what it could be

I’m thinking those 4 bolts in the under hood fuse box need to be tightened up! Then press all the fuses and relays firmly into position, start there!
Those 7 mm bolts!
