My OnStar, satellite radio, and bluetooth all quit at once. When I took it to the Chevrolet dealer for repair, I was told it would cost $900 and might not fix the satellite radio. I know that OnStar is ending for my HHR as the 2G radio signal is being discontinued. Can I buy a replacement VCIM and is it a DIY project?

It could be just an antenna problem, those features are mostly signaled from the rear antenna. It could be a loose fuse in either fuse box .
there are options, like a new head unit, check out Crutchfield s website for your model year and opinions, like the Pioneer 7 speakers system with amp, it’s different then the 6 speakers standard radio.

Does the VCIM control the bluetooth? I will miss OnStar but I really want to get the bluetooth to pair with my phone. The radio works fine, just no Sirus now.

Yes, to the BlueTooth question. How much did it cost to not look at the fuses?
You don't have to subscribe to OnStar or XM/Sirius to keep the BT. I think the XM/Sirius is a separate box, they will probably sell you a new one.
If you are not capable of checking fuses then it is not a DIY job.
