Sounds to me like a loose under hood fuse box, and low battery voltage.

X2! Easy diagnosis had we had information.
This guy has some faulty "facts" but the procedure is explained.

I replaced the battery with a brand new one when I was trying to fix it .

What about the fuse box bolts? Have you pushed on all of the fuses and relays in BOTH fuse boxes? Have you put eyes and fingers on the wires under the hood that might be in a position to get frayed or melted?

Why would you ever even think of a dealership shop for repairs on a car that ceased production in 2011? Doubtful the techs have ever seen a HHR.

I have done everything that I could personally do .
Yes, I checked wires, yes I unplugged and cleaned the plugs on the ECM and TCM and plugged them back in along with making ground wires for both modules to the shock tower bolts . I pulled each fuse and relay beneath the hood and tested them. I have checked the BCM , however I did buy replacement BCM but could not find anyone that would program the replacement BCM to the car .

The retired GM mechanic that has the car now believes that the ECM is the issue .
Friday I ordered a replacement ECM from an online source that has a solid track record of sales and 1000s of positive reviews online .
It will arrive with my cars VIM preprogrammed into it with updates flashed to it .

The ECM should arrive mid next week and we can install it and test from there .

He owns the old GM Tech 2 system as well as a few other tools that were GM specific throughout his career with GM .

I will come back and update after I receive the ECM and we have tried it in my HHR .

So, you are just going to ignore the underhood fuse box bolts? That solves the problem once a week here. The chances of it being an evil computer is pretty low.
At least suggest it to your retired genius.

No, I did totally loosen those bolts that connect the top part of the under hood fuse box to the bottom part .
I forgot to mention that I also did that .

Also, the ECM that I bought has a 90 day free return policy on it along with a 1 year warranty if it does solve the issue .

The guy knows a lot and I would not make an assumption of insult by twisting the word genius .

Everyone is due their credit for their profession .

I am merely attempting to figure out the issue with the car and appreciate any suggestion or assistance that might possibly help .
