I have heard that 3mm spacers are required on the front of an HHR when utilizing Sky or Solstice wheels. I have also seen reports showing them used without spacers. Which is true? Considering 225/45R18 tires on an LT.

With 18's clearance won't be an issue. The only real issue with the Solstice wheels is they are for a RWD. So the offset it off for a FWD application. They fit no problem, but they will sit inside the wheel well more. Many didn't care for that look at installed spacers.
I'm a little late to the party, but YES....you need spacers or the rim will make contact with your strut. I tried to avoid them, but had no choice. I am running a set of
universal spacers from AutoZone.
I've been running these since around 2011 with no problems at all.
On a side note, I DID opt to replace my studs with longer ones (Dorman) so I have more threads for my lugs to grab.
