I have a set that was a little rusty. I rotary wire brushed off the loose rust, hit it with rust converter, then about 8 coats of "wheel paint." Dupli-color and VHT (substantially more expensive) are owned by the same company, appear to be the exact same product. Pretty stinky, slow to dry, but very tough, said to be heat resistant. (Brakes make heat.)

Around here powder coating goes for maybe $100/wheel, and might require you do your own prep. No way. My DIY job cost me maybe $50 at the most.

 

I sand blasted and powder coated my 16” steelies on Oldblue,$250.00 but that was 13 -14 years ago

where did you get the black Chevy logo in the center?

 

As I said, I had them powder coated, the centre cap bow ties are from EBay
