Hi,
I would like to change from the factory mag type wheels to steel wheels. I have been told that the 2006 Chevy Malibu wheels will fit. Does anyone have any recommendations for steel wheels and tire sizes. Can you go to 15 inch wheels and increase the tire size?

Looks like 2004-2008 Malibu all have the 5 on 110 lug pattern (same as HHR). Here is a link to a few factory wheel types that were available, just for visual aide. As long as your overall tire height is about the same, your speedo should be very close. I didn't see any info about wheel offset, though.
