Reimbursement of ignition change
In April of 2014 i had the problem with the ignitiion so brought it to a my local Chevy dealer and had it fixed. $490.89. They installed a new ignition switch, had to change the housing and made me 2 new keys.
I received notification parts were now available but if i already had it done bring to local Chevy dealer the paperwork for reimbursement.
I brought paperwork and invoice (same dealer who fixed the ignition) and was told i have 3 things that need to be fixed under recalls-before they can reimburse me. they need to do the ignition switch again because what they had put in wasnt the approved one, an airbag strap and something to do with the power steering.
I was informed that i probably wouldnt be reimbursed for the housing that they put in when they first did the fix- Are you kidding me...why ?
Now i have to drop my car off for 4 hours for them to re-do the ignition and other fixes. what a pain

Gee, you never got letters about 3 different recalls! They won't stop notifying me about recalls required on a HHR that was scrapped 2 years ago. what a pain
I don't have any of the letters in front of me now, but I remember a procedure was outlined for the reimbursement and a form to fill out.

My Dad had a similar issue with his Impala, but the dealer worked with him, and he got reimbursed. Here's a link to the GM site and FAQs. It sounds like you are doing the right things, it's just going to take some time.
