high presure fuel pump
I put a new head on my 09 HHR ss turbo 2.0 the new head came with cams installed but no high pressure fuel pump. my partner switched my old pump to the new head. But he forgot the cam follower. so I installed it in the new head I oiled it and put It in. it does not move freely as I thought. Cant get it back out now and my fuel pressure is a constant 72 lb and the poo97 code is present. Did I not do something that is preventing it from working right?

I don't know. I do know that they are electronically controlled. I would guess turning the engine by hand. I don't see a way it could be stuck from the drawings in the book.
Maybe the roller lifter got lost in the exchange?

that's what I thought . It looked in ok condition when I slid it in roller intact. but I can not get it to slide back out. I think that is the whole problem is that it is not sliding freely. but really I do not know.

Pretty sure that little roller follower has 2 pins on it that must be aligned with the corresponding slots in the pump shaft opening. Those keep the roller end from rotating so the roller stays in position with the cam lobe.
IF you did not install the follower correctly, you could have damaged it or the slots themselves. If the follower won't slide out, have you tried something like needle nosed pliers ?
Guess the last resort would be pulling the cam off and trying to tap the follower out from the back.
