08 says 08 only. Is it a major deal to use an 07? 09? Etc...

Depends on how much money you have. 2006 and 2007 are way different and 2009-2011 are VVT and flexfuel. A 2008 would be a simple switch, any other year would require some expertise.

I guess what I'm asking is can I put my 08 2.2 top end assy on any 2.2/2.4 ?

The head or top end will fit other 2.2 without VVT, but not say a 2003 with cam driven fuel pump.
a 2007 or 2008 yes. A 2.4 or 2.0 block , no , because they have VVT.

As best I can tell no basic changes to the motor from 07 to 08, so I don’t know why not.

Note that the chart is about HHR. We had a recent thread where someone had trouble bringing a Cobalt non-FlexFuel to an HHR FlexFuel.

No, you can't put the 2008 2.2L head on just any 2.2 or 2.4. You might try it on some non-VVT blocks; not sure about wasted spark system used on 2006.
2.4 is VVT as well as 2009-2011 2.2. So, maybe 2007 or 2006 2.2L

2006, 2007,2008 2.2 litre did not have VVT.
