Welcome to the site, are there any CEL codes? Maybe have the battery load tested.

First thing you have to do is repair the problem with the OBD port, then go from there.
Have to ask, where is Bureau I'll in the USA ? Did you mean Bureau illinois ?

Do a search on Youtube and get a background on OBD connection problems for HHR's or Cobalt and see what comes up.
Sorry but I can't handle your spelling mistakes also.

Double check fuse #29 on the underhood fuse box. If you have anything in the "cig lighter" take it out and make sure nothing is stuck inside it.

There are 2 fuse blocks, one underhood and one under the center console, accessed from the passenger side kick panel.

Check fuse #29(or #30) in the underhood fuse block. That powers the accessory power port near the radio, as well as the OBD2 port.

They call the one on the waterfall "front aux power outlet" (#29) The one for the back seat "console/power outlet" (#30) and for panels the one in the cargo area "rear aux power outlet" (#12)..

Fuse #29 serves the front aux power and the OBD port. Many people try to use the power port as a cig lighter and blow the fuse or fry the wires.
