Actually the bulb only has to glow amber. I have chrome bulbs in my truck, but when you turn them on they glow amber.

Yup, I had SilverStar turn signal bulbs on my Mustang and they pretty much look the same as the pic you posted. I guess I should have phrased that better.

Some clear corners are DOT approved it just depends on who makes them, if they're made by a good company they will be stamped DOT approved. The clear corners I had on my Focus were clearly stamped. As far as clear corners and TS lights go there's nothing illegal about them as long as the bulbs in them emit the correct color. Many vehicles come from the factory with clear corners and TS lights and use amber bulbs.

Removing all amber reflectors from the front of your vehicle is not legal. While you can replace things like parking lamps and turn signal lesnes with clear, you still need amber reflectors in front (and red in back). Amber bulbs behind clear lenses take care of the turn signal requirements, but an amber bulb behind a reflector will not satisfy the necessity of having an amber reflector! In the case of the HHR, you should be able to remove the amber from the headlamp housing, but the bumper reflectors need to stay to meet vehicle code requirements. I also would not trust the "DOT" markings on aftermarket lenses, many times they are just taking the exact mold of the stock corner and keeping even the DOT on there, when in fact the lens may not be legal.

I haven't had a problem with the clear corners on my truck. Maybe I've just been lucky?

as long as they still light up orange they should be legal.
