Again, it most likely is an engine block heater (click the link for more info).

Yes it is pluged into the blockheater.
I just moved the cord to my fog light hole.( have no fog lights )
makes it easy to plug in and unplug. Just have to tuck my blockheater cord on the fog light hole.
Like Deb said it was -14F when I took that pic, and when its that cold you have to plug in the car.lol
For you who wonder where I'm from. I'm from Saskatoon Sask. Canada.
It has warmed up alot now. only -10c now
