I have seen HHR headlight tint overlay kits, I suppose you could install one & cut out the openings for light to be visible thru it.
Bout as close as you may get to "Fall Editions", since they are darkened inside behind the plastic lense covers.

Just my .02

no matter if you clear coat everything will fade eventually nothing is 100% perfect and i got it glossy black like my paint without clear coat like i said there is a proper way of doing things and a wrong way im 18 and cops havent messed with me and i have underglow which is illegal as well here. its what your doing not your age just dont make them want to be a dick to you. but as far as tinting unless you take it to a tint shop and have them put some window tint on it vht nightshades is the way to go i love the look and if you just put one coat it would give you what you want

IMHO, the best (and legal) way to do this would be to disassemble the headlight and paint the surround area (NOT the reflectors) black.

Of course this isn't easy, but it would give the best results.

Check out headlightarmor.com, they offer several levels of tint just for HHRs headlights nothing for tail lights though. Most importantly check your vehicle codes some darker shades are only for show cars.

painting is not good cause the light wont shine through and what isnt painted will just look the same tinting it is really the way to go but that web site you might check out never heard of it but if it is made for the hhr then i would look into it

does anyone have the parts number for the fall edition lights?
I have the ones for what I think is the premire edition.... 15943817 and 15943816?

I thought the fall edition's weren't tinted on the outside just the inside surround.
Besides, doesn't anyone but me care about being able to see as good as possible at night?

Fall and Premiere Eds. have the same headlights. These are the same part numbers I used to switch my originals.
