The BRN wires go to the parking/marker lights/tail lights. They are the only wires connected to the relay. All of the other connections are in the fuse box.

Thanks donbrew,that helps.
What I can't figure out,if any of the parking lamp wires (BRN) were causing a short,it would blow the fuse for the low beam,or at worst, cause the offending wire to melt its insulation and possibly start a fire (YIKES). I even tried a new headlamp switch,it did not solve the problem. I swapped relays, still kept blowing the fuse. So,what could be causing the fuse to keep blowing?
The way I bypassed the parking lamp relay hasn't caused the fuse to blow so I still also have the interior lights associated with it (steering wheel buttons,HVAC knobs, tiny light in ceiling to illuminate window switches)

The diagram shows a white/red wire, where does that go to?

I thought I included the wht/red; sorry. It goes to the BCM that supplies a ground signal. It's possible there is an internal short.

Thanks again donbrew, You gave me more info to work with, and why do I get the feeling the issue is most likely the BCM? I read up a few posts regarding the BCM and noticed some similar issues as to what I am experiencing.
I wish I could just bypass the relay permanently and wire it to low beam/hi beam. But no,this was the work of some GM crackpot engineer overthinking a simple operation.
