they are 25 mm , if you search common part numbers there is a sticky for the most common parts on the HHR and Welcome aboard

They should be 25mm (or 1 inch American). But to answer you question directly; use a micrometer to measure the diameter of the sway bar.

You should have already noticed that the HHR is built to metric standards.
