As Geg said, there are people out there that know how to reset the computers on all of the cars to make them look like they have next to no miles, reset the computer to clear codes-basically make them "look" like a new car. And no, they aren't specific to Russia.
I was watching the show Wheeler Dealers on HDTV here in the US(it's a British TV show) and they had a guy on there that was a reformed "whiz" that showed how he could make an odometer "lose" 50,000 miles with the click of a computer key. So yes, it does happen-it's just not as prevalent here in the US(at least that we are aware of) as it is in Europe.
