Just a guess but the mirror, spotter sounds like one of those little (wider view) mirrors on the outside rear view mirror????????????????

Maybe it's one of those little convex, stick on mirrors to provide greater visibility in the blind spot. But I honestly have no idea, this is only a guess

Could that be what GM calls the control button that you use to adjust the side mirrors??

No, it’s a spotting scope (like hunters use) to replace the overlarge mirror so that you can now see out of the windshield.

I suspect it is the little 'eye' that detects the brightness of the headlights behind you, to automatically tint the self-tinting rear view mirror.

On a motorcycle it is a fish-eyed mirror. I suspect it is due to the complaints on the HHR blind spots.
