The cowl cover does nothing mechanically, purely cosmetic. I can get a ballpoint pen into the gap.

Yeah Even had Cash. They said what every dealer said I ever bought a used car from.

"we have too much in that car" LOL I ALWAYS pick the ones "they paid too much for" (as if any dealer would over pay for an HHR.)
