Sorry, but I need elaboration on this: You're mad because YOU hit HIM? I'm not clear on how his lack of English skills or whether or not he had insurance comes into play. Sure, it sucks that it happened, but the term "following too closely" comes into my mind.
Hope all ends up well, though. Besides, what's a car without the occasional ding or dent? That's what they're built for....

We all know legally that when you hit someone on the rear it is always considered your fault. If you keep 4 lengths between you and the guy in front of you. We also know that is "real life " this very seldom happens. On a busy four lane road with a speed limit of 40 miles an hour if someone slams their brakes on in front of you so fast that his tires squeel and he fish tails then a lot of people would be forced as I was to slam his brakes on and skid untill the momentum stopped. Sometimes you don't make it and you hit.
The language comment was in relation to his seeming to want to scurry out of there real fast and his overall confusion as to where he was or what he was doing. A discussion better left to the lounge area.
