They are all delivered with out it on and the dealer will take it out if GM supplied it in the vehicle if your state requires a front plate. They come with rivets but many dealers will just screw them in.

IF the plate braket was not on and you had an agreed deal to not put it on I would either make them get a new cover, give you some kind of compensation.

Mine came form another dealer that had already installed mine but my front cover was damaged in a accident right after I got it so when the dealer put the new cover on I had they leave it off. They did and gave me the bracket to keep.

I then put on my retractable plate bracket and it flips down and under the nose.

if you asked them not to install it, and signed something for it, and then it shows up without it on there, I would be making them give me a new bumper or give them their car back... I would raise heck though, no reason they need to be putting holes in your car.

Mine came from a different stater but no bracket on the front. I have 2 small indentations where it would go though, don't know if it used to have it or if they're all like that

I did the same, my front plate is installed with a simple (color matching-Corvette) frame. The plate and frame have a slight curvature to fit, but it looks much cleaner and less bulky than using the factory plate holder. Envious of the folks not required to have a front plate, but the CHP around here is now using "no front plate" as one of the easy excuses to pull you over, so I won't go w/o one.

Just like Twistrman said! I would call your dealer on Monday and talk to the Salesman and if no help then go to the SalesManager! You should tell them it's a New Bumper with no Bracket or they can have the HHR back!

Since you own a Body Shop you could do what we did and remove the Bracket, Smooth the Holes and Blend the Paint! Our HHR is kind of plain in which helps keep the police from hassling us for no Front Plate!

Yeah front plates suck but get used to more and more enforcement of the requirement going forward due to the expanded use of new technology such as red light cameras and automated plate readers on patrol cars that depend on that tag being there. It's happening all over the state.

I think in California it is required whether you sign anything or not. It's like saying "I don't want smog equipment on mine" Doesn't matter what you want, the law says the car shall have provisions for a front plate.
