Are you talking about the OBDII Scan tools? The ones you plug in under the dash?

What is the difference between the Tech II and OBDII Scanners?

My understanding is the Tech II is made and used for GM products. An OBDII scanner is made by just about every toolmaker and seems like every local vehicle service shop uses them and come with a varity of cables to fit most any vehicle.

Are there any good Laptop based software(and cables) that will do the same? Is the Tech II capable of some programming the standard OBDIIs are not capable of?
