My bad i read and re read it and thought it was about the defrost setting changing it to fresh air. I was confused. Yes i wanna see this change too. I guess we are screwed for the time being..

The recirculate function resetting when the engine is shut off is perhaps a modern variation on "flow-thru ventilation" that has been in cars for years. They want to ensure outside air exchange. Possibly to control moisture build up. There may be other reasons.

As for the surprise some have expressed about not being able to select recirculate without the A/C being on, this has also been the case for quite some time but was called "max cool". That's the only difference between the normal cool and max cool in other cars. Max cool simply adds recirculation (and it's the only way you get air recirculation).

Here is what the service manual says:

The HVAC control module controls the air intake through the recirculation actuator. Recirculation is not available when the mode is in bi-level through defrost. The operator must activate the blower for Recirculation operation. When recirculation is selected the A/C compressor will be engaged automatically.

Bingo! by George I think he's got it. It would short circuit the air flow. Not sure what your comment/question re: freeze-ups?

I thought you might like to know the actual answer to your question. Surprisingly, it has nothing to do with foot odor??? Weird, huh...

Check out this service article for A/C technicians. It references GM vehicles with this issue. Although the article references early 2000's model trucks [I have an '03 Silverado with the same issue as you are experiencing], I think it will explain the situation.
