It appears the Razzi skirts are mounted over those OEM side panels.

 

That's kind of what I've figured out. Not a big deal anymore. I'm getting my painter the OEM skirts this week. I wish Razzi's directions had been more clear. Or their help links, or replying to customer emails, or any other way. I will never recommend them to anyone for anything.
