Dealers have a monthly "lowest priced ever" sales. 
or Ford's "employee pricing" sales every so often. The best deals to be had are the vehicles the manufacturer is unable to sell. For GM it is Silverado, Hummer, TrailBlazer etc. Fuel efficient cars or popular cars seem to have (around here) a dealer mark up with spurious add ons, or over optioned cars, then deal back to the sticker price.
