Yes. It's a breather, overflow, air, vent or whatever--you--want--to--call--it hole. Most HHR owners have never noticed it because it's hidden under the radiator support.

FWIW. The OP, Scouttster was banned several years ago.

The only time fluid would get that high is in a boil over. It should stay in the bottom few inches of the bottle.
Except weep holes always occur on the low side of any given thing… unless you’re somewhere unaffected by gravity 🥸

The weep hole in the water pump is on the top.
