A recall repair MUST be done by a proper technician, usually a dealership. I(f you do it yourself there is no record of it and no guarantee that the parts used are not the old part.
Case in point: the ignition recall; many people jumped the gun and forced the dealership to replace the switch before the new parts were available. And the Power steering; many people wete unaware of the free recall and just replaced the motor with the old part number.
Did you see the part about "announced by a recall", just like the shift selector. A "recall" is a legal document that the consumer never sees, this was a "Manufacturer recall" vs a "government mandated recall".

The US versions are latter on and similar, there are subsequent Bulletins, this one goes on to include up to 2010 models.
(There are several documents on this power steering issue, including a recall. Most if not all non-SS HHR's are covered buy either the extended waranty or the recall.)
I think the reimbursement program expired in 2015, that is on page 3. So you have to have a dealer do the job. That can be a pain convincing the service writer to look it up.
