Thanks everyone! I got my fog lamps on Ebay..these..

They were a perfect fit and snapped right in. My LT1 has the fuse and relay so now I just need to wire them up! I live near a member of this forum..Lucky..and he has already offered to help me wire them up so that's super great..
My HHR is Daytona Blue so I hope to find a good deal on the running boards. I added a pinstripe on each side which really sets the blue off..
It's an 2006 with 40,500 miles and I got a heckuva deal so I'm thrilled thus far!
I did notice the mysterious rust bubbles on the passenger side doors only but I'm likely out of warranty to get that taken care of for no cost..thus I thought the running boards may help. It does have wheel guards/flaps..
