Is this photo flipped or actual right hand drive.......look at speedo and the water fall...

Doubtful that any HHRs were right hand drive from the factory. But if they were, they would have to use the same parts. Steering wheel, column, wiper switch, etc.

Yep. About the only part that would have to be different, would be the dash cover. Everything else could be(and therefore would be) the same parts.
