Must be something in FL, I thought most states it was public property once in went out. I know it here in Missouri.

Never heard of that either, and I live in Florida. Once it goes curbside it is fair game for anyone, wheter it's trash or furniture.

When I was younger and lived downtown I loved that the bums would clean my trash. We could throw a huge upstairs/downstairs house party and leave a mess with beer bottles everywhere (porch, yard, driveway, stairs, etcetera) but by the next morning it was all picked up. My upstairs neighbor Corry would let them come upstairs to get his bottles just so he didn't have to return them. Luckily we had the helpful kind that liked to clean up for bottles, beer, and change rather than make a mess.

A very evil and not very nice thought occured to me. Get a bunch of those holloween ghost things that screem. When "high as a kite" shows up, throw some of the screeming ghosts around. Best not to throw at the person, could be considered an attack. Not sure what it will do, but it could be entertaining.

In Montgomery County PA, You can get a fine for putting out the trash more than 1 day before pickup.
