That's just part of the original American movie title to Cowboy Bebop: The Movie. The song isn't actually featured in the film. 
Vincent is based off of Bob Dylan hence the title. It was never released under that title because they didn't want to get sued.
Bob Dylan's original came from Pat Garrett & Billy The Kid
It's also in Lethal Weapon 2 if my memory serves me right

I heard this one on XM radio this morning by the original artist. Name the original artist and one group that also sang it.
