I use voipcheap, voipbuster and truphone. The first two are no-frills but totally free. Truphone is a better service but costs 6c/min.

My mom uses Skype all the time to talk to family in Europe. My office also uses Skype to communicate when employees are away on business.

From what I know (I've never used Skype myself) yes you can. My mom talks with my grandparents in Europe and she uses Skype on her PC and dials their home phone (land line.)

Yes, you need a Skypeout account, costs about a cent a minute to most countries, I've used it for years to call my parents in England, but now I've got them on Skype too, so free video calls now. Chat and file send functions at the same time too.
