What they are referring to is some seats now have the side airbags attatched to the seats, built into the sides.

Yup, I think there's a thread or TSB about it. Those covers don't do much for me. They look to fit a little loose.

Is that new on the HHR? side air bags mounted to the seats?

I think in the HHR's case it had something to do with the sensor in the seats. Somehow the seatcovers make the sensor malfunction hence messing with the airbags. The bags themselves are not in the seats.

Corrective Action: BECAUSE A REPLACEMENT LEATHER SEAT COVER THAT IS COMPATIBLE WITH THE PASSENGER SENSING SYSTEM IS NOT AVAILABLE, GENERAL MOTORS (GM) WILL REPURCHASE THESE VEHICLES IN ACCORDANCE WITH THE TERMS STATED IN GMÂ’S LETTER TO OWNERS. THE RECALL IS EXPECTED TO BEGIN ON OR ABOUT NOVEMBER 6, 2006. OWNERS SHOULD CONTACT GM AT 1-877-477-1022 TO BEGIN THE PROCESS OF REPURCHASING THEIR VEHICLE.

Those were leather covers that dealers installed and took the cloth covers off. That was not for regular seat covers.
