Advice on accessing lower hose clamps

I have a coolant leak near the small clamp on the T fitting on the lower radiator hose.
Problem is I can't seem to get to the clamp from above or below with normal channel locks or pliers. Do I need a hose clamp tool for this job?

Looks like the hose has spring clamps on it. a hose clamp tool works very well on these. can get them from parts store.
