Not sure about a lowered HHR, but my son has a lowered Cobalt in which he put two 1 foot long 2x6's in front of the ramps to give it a little "lift" before driving onto the ramps.

I do that too (and mine isn't lowered).

Yes they work with lowered HHR's. I know for a fact,lol, as mine was lowered on Goldlines. Trying to get my 2 ton floor jack was a PITA, so I had asked my mom to get me some for xmas. The black plastic piece attached below the bumper rubbed as you drove up them, but other than that they worked perfectly.

Take note that dj's HHR is not an SS so he has more clearance up front.

I have a drive on ramp hoist now but I used to use steel ramps with removable ramps that give you more room to get around. I fastened them with a chain to 6' long 2x6 s that the rear wheels were driven up on to prevent sliding.
