From Google Maps, it looks like the entrance to the garage is off of Congress, just past 2nd street behind Cobo.

Look up 716 W. Congress St. on Google Maps. (It's not really an address, but that is where the entrance should be...)

The entrance to the Cobo HALL garage is on Congress. That's the front of the building. The entrance for the Cobo ARENA garage(which MAY be by pass only)is down the ramp in front of Cobo Hall.If you expect to get into the Cobo Hall garage, you better get there very early or very late-it fills quickly because you can park there and leave your coat in your car thus avoiding a coat check charge.
If both of those garages are full, when you come down the ramp to the Arena garage, you'll tee into Atwater street.Turn right and follow along the back of Cobo Hall and Joe Louis Arena and you'll come to another intersection where you'll see the Joe Louis Arena garage. There's almost always room to park there at any time. It's just more of a cold walk from there to Cobo.

Which is why we always park there. No need to worry if you will find a spot

We usually find a surface lot about a block away in any direction. Last year we parked next to the People Mover station right after Cobo, so it was a short walk, then a shorter ride. But I did wonder too about the roof, because my dad thought that's usually full.

if you park in the Joe Louis Garage you can take the walkway to the Joe people mover station then get off at the Hall station ! ( If you don't want to walk too far in the cold. )

But that's if you can find a spot. Everyone seems to say that's the first to fill up... Being that we're going somewhat later, we might have trouble there. We'd probably have to get up at the buttcrack of dawn to get a good spot!

But I agree with Dayton, that the Joe Louis garage almost always has spots (from what I remember).

I thought we were talking about the Cobo roof? I'm confused...
