You could try pulling and resetting all the fuses and relays. This has worked for others.

If that makes no difference, you could try searching the car’s wiring for damage by rodents or other causes.

Keep in mind you’re working on a 16 or 17-year-old car.

Why do you think 14.8 is over charging?
It stalls because the computer thinks it is overheated. Look at the wires to the temp sensor, maybe replace the sensor.

That's what the scanner was saying, was just going off that.

I added to that post.
14.8v output is normal, unless it NEVER goes down. The computer controls the output depending on demand not a on/off regulator.

I'm having someone come out with a better scanner and more knowledge then me to figure this out I looked at all relays and fuses and all connections with no luck.

Can't get anyone out until next week, now the car won't even run some people are saying a bad ECM. Here's a longer video of what the dash is doing.

Sure appears to be CTS , I would change the thermostat and coolant if you haven’t already

how would a bad thermostat and coolant cause this issue? Also would a bad CTS make the car not start but crank for a split second and stop and do that over and over?

The coolant will crystallize over time, Dexcool has just a 5 year lifespan. The thermostat will fail because of that . In my experience it’s the simple things that cause problems most of the time.
It’s just my opinion from 60 years experience working in cars , the beauty is that you can take it or leave it, but bear in mind we’ve been diagnoseing HHR issues since 2015.
