Alarm sounds, key won't turn

I have a question about my HHR have you had a situation where you locked the vehicle by pressing the lock button after getting out. And then returning unlocking vehicle using the physical key unlock it and the alarm goes off and the anti theft goes off. But the ignition does not turn? And the Front wheel drive locks up.

Yes, I have the battery was low on voltage

Locking with fob turns the alarm on, opening with key sets it off. Normal behavior.
Key stuck in ignition is a sign of dead battery.
I don't know what "the Front wheel drive locks up" means.

Does "front wheel drive locks up" = "shifter won't move out of park"?

Shifter will not go to neutral or move and the ignition tumbler will not turn with key .

Check battery voltage, it. Should be 12.5 volts or higher
