Can anyone give me some advice on how to clear out the a/c drain on my 2008 HHR?
I used an air compressor once to blow it out, and about a gallon of water poured out. That was about a month ago, but it seems to be blocked again. I really don't want to take it to the shop every time it needs to be cleared.
If there's debris in there, is there a way I can take it apart to clean it?

to the forum Elizabeth!Blocked condensate drains can be caused by road debris, insect and rodent nests, and just general crud. Using compressed air is a short term solution at best, you can carefully use a piece of wire with a hook bent on the end to try and snag and debris and pull it out, the key word is "carefully".
Have you checked or changed the cabin air filter lately to see if its blocked and causing an accumulation of dirt, leaves, etc?
There are chemicals designed for the purpose. I bet that one of your symptoms is "the air from the vent smells like mildew". One that I have heard of is made by BG Products. A decent A/C shop should be able to diagnose and treat for a reasonable price. It is basically a foaming product that you install through the vents and let stand for hours then rinse, like "Scrubbing Bubbles".
