Hello. :-)

My little 2006 HHR has the check engine light, ABS light, and traction control light all on. They do not go off at any point.
Oil level and brake fluid are fine. Car sputters a little on occasion, I think that is the catalytic converter, and I will be taking it to the muffler shop next week.

Trouble is, I cannot pull codes. I took my car to the auto parts shop and asked them to pull codes. The fellow plugged in his machine and said he can't pull codes because there is no juice getting to the outlet.

My front cigarette lighter outlet doesn't work either, and the radio will work but will not light up at all, no numbers, no nothing.

Can anyone figure, what is the most likely reason juice is not getting to the outlet where the code machine plugs in?

Cigarette lighter and the OBD port share the same fuse. Check the appropriate fuse.
Radio is on a different fuse/power source, so has nothing to do with the others.

This happened to my 08 years ago, it was a fuse in the under the hood fuse box. IIRC # 43, But check to be sure.

I think it's #29 in that fuse box.

Catalytic converter won't make your engine sputter.
Have a qualified mechanic diagnose and do the repair.
Don't rely on "Bubba, the guy next door"
Check and replace fuses where needed and get codes read.
