The report says:
Checked ignition and fuel - appears good
Checked tech guide - tested compression - 140 -150LB's of pressure across cylinders 1-3;
CYL 4 has 70LB's. Need to send cylinder head to machine shop for repair.

Ok, from that description he is talking about just pulling the head (not the engine), and sending it out for repair. It might be something fairly simple like a head gasket failing, or loose valve guides, or worse case a cracked head.
10 hours seems like a lot to me for a head re and re (used to do them in 2-3 hrs years ago, but things are a lot more complex with the modern engines).

Yeah, 10 hours for a cylinder head "R&R" is a bit much.
Chevrolet allows 8.4 hours to do a complete engine replacement under warranty, so you might want to call around to other shops, or limp it to another tech for a second opinion.
The key thing is to do the repairs A.S.A.P.

I called the dealer and was told my car had out of warranty. Also, even I have the diagnose report from another repair shop, they will still charge me around 180 to diagnose the car and go from there.
isn't that crazy!!
p.s.: I bought my Chevy HHR 2007 in 2012 at an used body shop
I brought my car to have another opinion. They told me it will cost $1200 for labor to take out & put back in the engine and they weren't sure how much would cost for repairing...
I am ready to broke
what do you think? should I go to the dealer let them fix it? Honestly, I trust them more than other repair shop.

Well $180 is a bit stiff for diagnostic labor, but that being said, doing a compression check and interrogating the vehicle's electronics with equipment costing $50,000 and up can't be done for nothing.
Since the first shop seems dead set on pulling the engine, when only the cylinder head needs pulled, I'd lean towards the dealer if I was in your position.
So trust your instincts, if the dealer's attitude, staff, and knowledge make you feel more at ease...then the decision should be easy.
Sadly, your engine is hurt, and the exact amount of internal damage will determine the final bill. Just make sure to explore all the repair options with the dealer, used and remanufactured engine components for HHR's are readily available, so it's not the end of the world.

I always go to repair shop and don't know how much money they stole from me because of my limited knowledge.
right now, I kinda wanna make a trip to dealer.
How do you know that your car still under warranty?
I will also try to call the body shop where I bought my car to see if they have any solution.
