another option is to get it on then clearcoat over it. (you can buy the spraycan)
or buy the touchup brush and brush the back of the decal

Transfer adhesive may work

3M makes a product called transfer adhesive that may work. I have used it to put an inspection sticker back on a window amongst other things. Putting some on both pieces works best.

As far as I know, ANY decal with the VIN number on it cannot be replaced.

hey bob, i can make an original like sticker for you. If you can send me a pic of yours with all details, Your dream may come true. All the stickers i make are metal and never fade or come off. Accepted by everyone.

In case he does... Elephant snot works great !
Its like contact cement but its yellow, dries hard and will stick to anything.
