Got rear-ended yesterday. Rear hatch door is slightly bent out of shape.

Since the police weren't called and a report made, then any info you got from the other guy was most likely bogus. Photo of his license plate may not help if it's the wrong or stolen tag. You should have at least wrote down the VIN number of his vehicle.
If you make a report now it's going to have missing info like driver ID and such. Your Ins. company is not going to be happy with you if you try to file a claim with them.
Lesson learned. Always call the police for a traffic accident major or minor. Paperwork and info of the accident is then on record.

Won’t not reporting the accident to the police, constitute leaving the scene of an accident, which I believe is also illegal. So the insurance company will use that as a pick to avoid a payout !

Oldblue. I know in my area if both parties agree to settle without involving the police, then there is no leaving the scene of an accident charge.
Now if there are any injuries or property damage, then yes, the police must be called.
Worked hundreds of accident scenes in my career. We always called for PD if they were not dispatched.

California! Not exactly illegal.

I had my insurance "not renewed" because I didn't report an accident to them even though the other company paid.

If it's on private property, like a shopping center, etc. the police often will not even make a report.

Like up here, it’s no fault law and insurance in a fender bender on private property, call the police any where else
