Don't know the logic how the control panel works. I'm guessing the heat level dial is a variable resistor that would send info to the control valve via maybe the BCM?
It was said early that the heat fluctuated no matter where the air was coming out of, floor or windshield.

I concur , I don’t believe this to be the control panel, more likely air in the system or head gasket

Ok......earlier this morning I started the car, saw the actuator go to the hot side and the heater got warm. I will monitor it over the next day or two and see if the coolant level goes down and the heater stops working.

How would air in the system cause the blend door to move? Once the control is set, the blend door should stay in position. Full heat is full heat. HHRs don't have automatic temperature control.

I would take the connector off the blend door and lock it in position. If the heater continues to blow hot air, the problem is not in the cooling system. If the actuator is a motor, it should stay in position with the electrical disconnected. If it does, something is sending power to move it.

Because heat is transferred to the cabin by pulling air through the heater core when its full of HOT WATER. You cant get hot air in the cabin if there is no hot water in the heater core, believe it or not. Since the core is highest point of cooling system, if the system is low or leaking (or has an air bubble trapped in the heater core), you wont have enough coolant running through the heater core, thus no hot air!
