HHR doesn't rev past 4000 rpm and won't go over 40mph

When we first started this project, and I guess I'd forgotten about it by now, but I noticed some oil around the throttle body where the air intake elbow is. Could that be causing it, should I just take that thing off and clean it real good?

Idle should be 700-750.
Oil in the electronics can do bad things. The oil is probably coming from the PCV tube; that means there could be bad things going on with the rings, not to mention extra oil in the combustion is bad for the O2 sensors and the cat.

Oil sucked into the throttle body from the hose that goes up to the valve cover? Remove the valve cover and soak it in Dawn dishwashing detergent and hot water over night then rinse it off with garden hose. Allow it to dry, reinstall

Will that be a permanent resolution, or is there something else I should look into like cylinder compression?
It's odd how quickly this happened to his car. He said it did it during the two-hour drive here, but it only lasted a few seconds. Then the car sat for 10 days, and when he went to drive it home it started doing this immediately and hasn't gone away. One thing I noticed while driving it around yesterday is that while the engine is cold it seems to have more power. But once I got it up to around 40 mph and I drove at that speed for a few miles, then it seemed to be gradually losing more and more power. I also noticed that anytime I stomp on the gas pedal it bogs down, and it has very little power, but it seems to have more power while doing 40 mph and stomping on the gas pedal then it does at low speeds.

I pulled the throttle body off to clean it, and found that the butterfly will move to the full choke position, which is perpendicular to the opening. Is it normal that it should move that much? I thought it was all gear operated and it wouldn't move at all.

Well that's the weird thing is I didn't have to push on that butterfly at all really to get it to move. I was gently wiping the inside of the throttle body and the butterfly moved, but it only moves to the full choke closed position, And then it springs right back. But when I was cleaning it it took very little if any pressure to get it to move at all.
