Sounds like a primer issue to me.
Ford had an issue a time back where the Dark Blue and Red paints would not stick properly and peeled off.
Contact someone at GM Customer Assistance at 1 (866) 790-5600.
They may be willing to do something. Might even do a one time goodwill gesture and have hood repainted.

But as the OP stated, both his fenders are starting to peel also. Painting just the hood isn't going to help much.

Wasn't there a huge lawsuit over the crappy electrocoat process gm used to use. I am not sure how they do it nowadays. But peeling paint is because of poor primer, or not prepping the primer surface for paint....maybe a bad batch of paint got used and only affected a few cars....
I hope this is an isolated case, and more importantly, that you get some help from Gm on it..
Having to foot the bill for a full strip, prime and paint would cost huge money.....

@Oldblue, you can contact General Motors of Canada to find out what they recommend doing at this point in time. Their toll free telephone number is 1-800-263-3777. Their hours of operation are Monday through Friday, 7:30am to 11:30am EST and Saturday, 7:30am to 6pm EST. Please, keep in mind that we need to have a current diagnosis from a GM dealership so be sure to find out if this is the same for customer’s residing outside of the United States.

I apologize; I couldn’t offer more assistance on this one.
