Repair or part out?

Repair or part out?
My sister hit a pole at about 20-30mph. One of those big concrete based light poles in the Wal-Mart parking lot. I won't get into that. Anyway, The damage doesn't look too bad from a distance, but when you really look at it, I think it's bad.
Here's the kicker though. Dad had changed her insurance to liability only to bring the rate down. She's 18. So now he want to repair this thing on his own. I'm trying to discourage it.
Here's the Damage.
Both front airbags deployed.
Windshield has plenty of cracks from the passenger side airbag.
Left front is pushed in.
Head lights aren't cracked, but I'm better at the least, the mounting tabs are broken.
Left side of unibody frame is pushed back about 6" or so.
Radiator is destroyed and can't be replaced because of the 6" of crinkle.
Only pic I got with the cell.
They've got $9,000 in this car. One place quoted them $4,000.
Another said they could do it cheaper, but I don't know what the price is. And they only said that without looking at it. Since then dad told me they did pull the crinkled part out.
I dunno, but to me it seems like a waste. Not to mention he's coming out of pocket on every bit of this. He's trying to "just get it running." As in, get the radiator to fit and just drive it. No air bags or anything. Maybe it can be driven after that, but what about resell?? lol. I dunno. He also asked to to try to estimate parting it out. What do you guys think?

part it out. Would he feel safe letting her drive it as "just get it running." or . "No air bags or anything"?? I wouldn't let any of my family drive that, but that's me. If he's got the room, I'm sure there are plenty of folks on here that'd be looking for parts :)
