Welcome to the site!
Seems some wiring may have been damaged when the radio was removed.
As for the P0650 code have a thorough read they this thread

http://www.obd-codes.com/p0650

And check the ground wires, per

https://www.chevyhhr.net/forums/how-...cations-56504/

Also check power to the power outlet, if there is no power there the OBD II port will not have power, should be as you got the code pulled!

Then you can dive into the fuse box under the hood , they work loose sometimes, use the search window it links to Google

You cannot just plug any radio into a modern car! At least, you need an adapter so the car doesn't think it's stolen.

I assume you are talking about the BCM (inside) fuse box.

So, here is an idea: check the underhood fuse box

They supply the BCM

Here is my alternate guess: Somebody tried to hot wire the car and blew a few wires up. All of those fuses connect to the "hot in run or start" circuit.

And if it is a GM radio you installed you will need it coded to your vin , you will need the bin from the original car for the radio, I believe this has to be done at a GM dealership

Thanks for the info people, going to work on it tonight ,I did install a stock gm radio I guess it needs to go to a dealer to get unlocked . I haven't repaired the antenna connection to the radio yet, it was cut clean off, is it also a ground?.. and yes the car was stolen , it came from a impound auction
