I'm not sure you tested anything correctly. Here's the fastest easiest way to test fuses using a meter or test light.

I'm well versed with electronics. I tested other fuses and got 12V. I tested the SWC fuse and got nothing. With the battery disconnected, I also tested all the fuses for continuity and they're all fine.

In this case what I mean is that according to the schematic, the lights that I'm having trouble with are connected to that SWC fuse, so the fuse is an electrical point that should have 12V. It doesn't so I'm definitely not getting a 12V signal to these lights. I just don't know why.

The 2A SWC fuse gets power from the dimmer on/off switch.

Trace it back and see where you are losing it.

Yes probably get to the body control module and trace it from there

So... I found the issue. I was testing continuity on the fuses, going by the list in the diagram of the fuse panel under the hood, and I found fuse 69 was bad, Parking Lamps. Replaced it and I got the lights back. I guess I just missed this fuse.

Did you fix whatever caused the fuse to blow?

I think it was caused by me messing with that parking brake signal wire. Everything's been working fine since.
