My 16 inch , 18 hole steelies fit over the non Brembo SS 11.65 in disc brakes.
I've read a few threads where SS owners have put on 16 inch rims for winter tires

You will not get a softer wide with a WIDER tire, they need to be TALLER! You will get
just the opposite with wider tire, a rough noisy ride. I got 17"s on mine, it came that
way with 215/50/17s and it's rough, and noisy. I think the rims are worth 1/4 of the
purchase price if not more.

When you say meatier, you don't want WIDER! The wider the tire, the more rolling
resistance you have for less MPG. Wider tires are also like sleds in winter...

Keep the rims you have, and put a 225/55 tire on instead of 215/55.

USE THIS: https://tiresize.com/calculator/ use the comparison tab to see the tire.

So, you can go with a 215/60/16 for a taller, thinner tread width tire.

Do NOT go wider for comfort, it won't work.

A 16 inch tire vs a 18 inch the same height will give you 2 more inches of
overall SIDEWALL height.

The OP Geeze said "more meat". He didn't say wider.

Fwiw. 26.3 inches is about the tallest tire that will fit on a HHR. Any taller and it will contact the lower strut spring perch.

I had a set of 18 inch Cobalt rims and Continental tires the side wall was thinner and the bumps and potholes were enough to shake my fillings out!
I went back to the 16's and a more comfortable ride!
