Security system is locked after replacing the electric power steering unit.
 
Power steering for my 2007 HHR suddenly quit. I checked the fuses, and they were good. So that wasn't it. I ordered a new power steering unit. I installed the unit and tried to start the engine. Instruments light up but the security lock is locked and the engine doesn't try to turn. I did the 30 minute option 10 minute increments to disconnect battery for 1 hour and do 30 minute option all over again. Still nothing. Fuses are still good at this point. Can someone please tell me what I can do to fix my car?

The EPS is covered under an extended coverage from GM.
Retrace your work, perhaps you missed a wire, a ground .

The anti-theft module is that odd thing that wraps around the key cylinder with wires running down the column. #1 in this pic.

Has the ignition recall been done? link to check recalls

You might check the codes there are Bxxxx codes that don't trigger the check engine light.

Don, not knowing anything about this, does the replacement steering module need to be calibrated to the clock spring or identified to the system like say a radio?

No.
The challenge/response stuff is between the key and the module. The BCM just does what the TDM tells it to do.

Fuse #10 on the BCM provides power to the TDM.

I suspect there is a loose/damaged wire in this case.

I don't know if the systems are the same but this is how we fix our 2004 Chevy Classic when the security system is triggered.

Step 1

Insert your key in the starter, start you car as you usually would and let it stall. Keep the key in the "On" position. In other words, don't turn the key back to the "Off" position. You will know the key is in the "On" position because you can use the A/C, radio and see all the lights on the dashboard when it is in the "On" position.



Step 2

Wait until the "Theft System or Security" light on your dashboard stays on without blinking. This will take approximately 10 to 15 minutes.





Start the car immediately once the "Theft System or Security" light stays on steadily. Remember to not turn the key off. Your car will now reset the passlock system and start as usual.


It may depend on which version of the passlock system you have. Here's the procedure for passlock III
tep 1: Insert key and turn to on. (Not start) The security warning light will be on. Leave in this condition for 10 min, or untill light goes out.
Turn key off

Step 2: Turn to on (not start) the security warning light will be on. Leave in this condition for 10 min or untill light goes out.

Turn Key off

Step 3: Turn to on (not start) the security warning light will be on. Leave in this condition for 10 min or untill the light goes out.

Turn Key off

Step 4: Car will start

The procedure is printed in your Owner Manual. findmyhome apparently followed those directions already. There is a "ten minute procedure" involving a Tech2 or similar and a "30 minute procedure" which you describe.

The HHR has PassKey3, even if the 2006 shop manual talks about PassCode instead (there are several incorrect areas in the 2006 - 2008 shop manuals).
